 Translation: The US's National Reconnassaince Office which is responsible for recon and preparing analytical reccomendations for the White House and other governmental organs has presented a report on scenarios for Russia's future developement.
The document, entitled "Global Tendencies to 2030: Alternative Views" was presented Monday at the Washington National Press Club. Speaking at the press conference, NRO head Christopher Kodzhem stated that "Russia is still heavily dependent on natural resources, especially oil and gas. If Russia cannot develope a more diverse economy and more liberal domestic policies, the she will pose more of a threat to regional and global security" says the expert*.
Russia's budget is financed to a large extent from the sale of energy resources. The report stated that "Attempts at modernizing Russia's economy has failed and its aging workforce will slow its economic growth."
The report also dicussed Russia's demographic crisis and predict that "the population will be reduced from 143 million in 2010 to to 130 million in 2030."** Although the birthrate is about the same as in other EU countries, the life expectancy is 15 years lower than the rest of Europe. Acoording to the report "The number of workers has been declining since 2007 and will continue to decline over the next two decades."
"However," the report stated "the most serious issue is the integration of the fast growing population of Muslims into Russia's workforce while reducing the number of other ethnic Russians. Currently, Muslims make up 14% of Russia's population and in 2030 they are expected to be 19% of Russia's population. The changing ethnic face of Russia's society is responsible for many of the social tensions." The authors go on to write that "Russia needs to open itself to foreign investment and export industrial goods." The authors believe that Russia's membership in the WTO should help diversify its economy and boost efforts at modernization. "Russia's ascension into the WTO can accelerate its growth in the nera future from 3% of its GDP to 11%."
The report also dicusses various scenarios of Russia's foreign policy in regards towards China and the West and states that teh chance of confrontation will depend on who Russia allies itself with as well as the domestic situation.
However, the authors emphasize that the purpose of the report is to encourage discussion as well as to predict the future for the next three or so decades.
Other trends addressed are stregthening the multipolarity in the world, expanding the role of developing countries in the global economy, the importance of info technology, an aging population in developed countries, increases in the urban population, increases in the middle class, food and water shortages, reduction of the number of armed conflicts, and terrorism in cyberspace according to ITAR- TASS.***
