FOR BORDER SECURITY, BORDER PATROL AGENTS
Congressman says DHS spending cuts must not reduce agent’s pay or
impact security efforts
WASHINGTON U.S. Rep. Ron
Barber today urged House leaders to ensure that budget cuts within the
Department of Homeland Security do not affect staffing levels within the Border
Patrol or the pay of its agents.
Every
dollar spent on lower-priority items means one less dollar spent to secure our
borders. Barber, a member of the House Committee on Homeland Security, wrote
top House appropriators today. That would negatively impact our agents, their
families and the safety of my constituents and all Americans.ť
Barber
urged the House leaders to do everything possible to ensure that overtime pay
for agents is not cut.
Cuts to agents overtime hours will leave
Border Patrol stations understaffed and forward operating bases unmanned,
Barber wrote. This creates windows of opportunity for criminals to cross our
borders. It also results in an undue burden and heavy impact on Border Patrol
families because it represents a substantial reduction in hours and take-home
pay.ť
Because of
the indiscriminate, across-the-board budget cuts mandated by sequestration,
Customs and Border Protection was forced to slash its budget by $600 million.
DHS
responded with a plan to furlough Border Patrol agents for one day every two
weeks and also eliminate overtime for agents. That would have compromised
border security efforts while reducing by up to 40 percent the take-home pay of
agents on the Southwestern border.
Barber was
a staunch critic of that proposal, saying it would
threaten the security of Arizona and the nation. He met with Border Patrol agents and called on DHS Secretary
Janet Napolitano to find other ways of dealing with the sequestration cuts,
which Barber has consistently opposed.
Then last
month, DHS officials said they had come up with a new plan to deal with the budget cuts following
legislation supported by Barber and passed by Congress that gave DHS additional
funding. That plan eliminated the possibility of furloughs this fiscal year,
although there still will be $56 million cut from the overtime pay of Border
Patrol agents a smaller reduction than originally proposed.
The
revised DHS plan, which involves moving funding within DHS, requires approval
of top members of the House appropriations committee. In his letter today,
Barber urged those members to approve the DHS proposal while ensuring that
staffing and pay of Border Patrol agents is protected.
As you
review the department reprogramming request, I respectfully urge you to ensure
that every effort has been made to maintain Border Patrol agent overtime and
staffing levels and that this plan will support continuity in our security
efforts on the U.S.-Mexico border, Barber wrote.
I ask you
to make certain that every department expense has been scrutinized to ensure
that CBP can maintain agent hours on the border, Barber added.
His letter
was addressed to the chairmen and the ranking members of the House Committee on
Appropriations and the House Appropriations Subcommittee on Homeland Security.
Barber’s
work on behalf of border security and Border Patrol agents has been praised by
leaders of the union representing agents. We thank Congressman Barber for his
continued advocacy on behalf of the men and women who serve to protect our
nation’s border, Art del Cueto
of Tucson, president of Local 2544 of the National Border Patrol Council, said
last month.
There are
about 3,000 agents assigned to work in Barber’s Southern Arizona district one
of only nine congressional districts that touch the U.S.-Mexico border.

Dear Chairmen

The U.S.
Department of Homeland Security has submitted a plan to Congress that aims to
partially mitigate the impacts of sequestration on U.S. Customs and Border
Protection (CBP) personnel. As you review the department’s reprogramming
request, I respectfully urge you to ensure that every effort has been made to
maintain Border Patrol agent overtime and staffing levels and that this plan
will support continuity in our security efforts on the U.S.-Mexico
border.
The plan
submitted by the department would partially mitigate the impacts of
sequestration to CBP’s workforce by eliminating the
need for CBP to furlough Border Patrol agents. This is welcome relief to the
agents who will be able to continue their work protecting those who live and
work along the border.
Unfortunately, the department’s reprogramming proposal also
includes reductions to Border Patrol agent overtime which is central to CBP’s mission along the border. Border agent work schedules
are subject to conditions in the field and overtime is regularly built in to
the shift for agents to allow for travel to their field assignments and to
provide for a seamless change of shift. Cuts to agent’s overtime hours
will leave Border Patrol stations understaffed and forward operating bases
unmanned. This creates windows of opportunity for criminals to cross our
borders. It also results in an undue burden and heavy impact on Border Patrol
families because it represents a substantial reduction in hours and take-home
pay.
I know that the department was faced with tough choices in how to
implement the irresponsible, across-the-board cuts under sequestration. But I
believe it is imperative that funding is identified within the budget constraints
to maintain security along the border. Every dollar spent on lower-priority
items means one less dollar spent to secure our borders. That would negatively
impact our agents, their families and the safety of my constituents and all
Americans. I ask you to make certain that every department expense has been
scrutinized to ensure that CBP can maintain agent hours on the border.

Immigration Reform Debate Is Sadly Devoid Of
Facts

The very thought of formulating immigration laws from the standpoint of what is
best for the American people seems to have been forgotten by many who focus on
how to solve the problems of illegal immigrants, "living in the
shadows."

Too much of our current immigration controversy is conducted in terms of
abstract ideals, such as "We are a nation of immigrants."
. . .
The immigrants of today are very different in many ways from those who arrived
here a hundred years ago. Moreover, the society in which they arrive is
different. The Wall Street Journal column ends by quoting another economist who
said, "Better to build a wall around the welfare state than the
country."
But the welfare state is already here — and, far from having a wall built
around it, the welfare state is expanding in all directions by leaps and
bounds.
We do not have a choice between the welfare state and open borders. Anything we
try to do as regards immigration laws has to be done in the context of a huge
welfare state that is already a major, inescapable fact of life.
Among other facts of life utterly ignored by many advocates of de facto amnesty
is that the free international movement of people is different from free
international trade in goods.
Buying cars or cameras from other countries is not the same as admitting people
from those countries or any other countries.
Unlike inanimate objects, people have cultures and not all cultures are
compatible with the culture in this country that has produced such benefits for
the American people for so long.
Not only the United States, but the Western world in general, has been
discovering the hard way that admitting people with incompatible cultures is an
irreversible decision with incalculable consequences.
If we do not see that after recent terrorist attacks on the streets of Boston
and London, when will we see it?
"Comprehensive immigration reform" means doing everything all
together in a rush, without time to look before we leap, and basing ourselves
on abstract notions about abstract people.

In 2002 she sat for an interview with Harry Kreisler, the director of the
Institute for International Studies at Berkeley. Kreisler asked her the following
question:

Susan Rice
Susan Rice served as President Clinton's Assistant Secretary of State for
African Affairs. According to a 2004 report published in Newsmax,
Rice may deserves a hefty portion of blame for the
fact that Osama bin Laden wasn't neutralized during the 1990s.
"The FBI, in 1996 and 1997, had their efforts to look
at terrorism data and deal with the bin Laden issue overruled every single time
by the State Department, by Susan Rice and her cronies, who were hell-bent on
destroying the Sudan," one-time Clinton diplomatic troubleshooter Mansoor Ijaz told radio host Sean
Hannity in 2002.
According to Richard Miniter who wrote the book
"Losing bin Laden," Rice played a key role in scuttling the deal that
could have prevented the 9/11 attacks on New York and Washington. Miniter claimed Sudan was anxious to turn bin Laden over to
the U.S., Rice - then a member of Clinton's National Security Council -
questioned Khartoum's credibility.
"Rice [cited] the suffering of Christians [in Sudan] as
one reason that she doubted the integrity of the Sudanese offers," said Miniter. "But her analysis largely overlooked the view
of U.S. Ambassador to Sudan Tim Carney, who argued for calling Khartoum's
bluff."
Miniter said that Carney argued
the Clinton White House should accept their offer of bin Laden and see
if the National Islamic Front actually hands him over.
If Sudan complied, "we would have taken a major terrorist off the
streets," he said. If they didn't, "the civilized world will see
that, once again, Sudan's critics are proven right."
In a 2002 Washington Post op-ed piece co-authored with Ijaz,
former ambassador Carney described Susan Rice as a major obstacle to accepting
offers from Sudan to share intelligence on bin Laden's terrorist network.
Sudan's policy shift sparked a debate at the State
Department, where foreign service officers believed
the United States should reengage Khartoum. By the end of summer 1997, they
persuaded incoming Secretary of State Madeleine Albright to let at least some
diplomatic staff return to Sudan to press for a resolution of the civil war and
pursue offers to cooperate on terrorism. A formal announcement was made in late
September.
Two individuals, however, disagreed. NSC terrorism specialist Richard
Clarke and NSC Africa specialist Susan Rice, who was
about to become assistant secretary of State for African affairs, persuaded
Berger, then national security adviser, to overrule Albright. The new
policy was reversed after two days.
Overturning a months-long interagency process undermined
U.S. counterterrorism efforts. In a final attempt to find a way of cooperating
with U.S. authorities, Sudan's intelligence chief repeated the unconditional
offer to share terrorism data with the FBI in a February 1998 letter addressed
directly to Middle East and North Africa special agent-in-charge David
Williams. But the White House and Susan Rice objected. On June 24, 1998,
Williams wrote to Mahdi, saying he was "not in a position to accept your
kind offer." The U.S. Embassies in Kenya and Tanzania were bombed six
weeks later.

Political appointees in the Obama administration have been found to use secret
government email addresses to conduct agency business. The EPA’s former chief
Lisa Jackson was revealed to have done this and later resigned, but the AP has
identified the Department of Labor and the Department of Health and Human
Services engaging in the use of secret email aliases as well. HHS Secretary Kathleen Sebelius
was found to use a secret address — KGS2@hhs.gov. Exactly how many appointees and
government employees are using secret email accounts is unknown. The AP has not
yet received responses to its FIOA requests for email
lists from several agencies and government departments.
