anonymous retired Law Enforcement Officer (LEO):
"The real problem
with the asset sharing program, which may bring a return of up to 80% cash
value of forfeited assets, is that it has led to abuse of money seizures along
the highways of our Nation.
Highway stops: Any
quantity of money that is usually in excess of $5,000-10,000.00 cash is seized
under the philosophy that honest citizens do not transport cash and rely on
checks or credit cards to conduct transactions. Large quantity or bulk
cash seizures are in fact mostly drug money being transported to Mexico after
drugs are delivered and paid for at their destinations. The drivers of
the vehicles containing the currency are questioned and if a denial of
ownership is elicited the cash is then seized. The driver then has to
face the consequences with the real owners of the money who ordinarily will not
contest the seizure if it is drug money, for instance. If the seizure is
contested, then the owner of the cash is left to prove it belongs to him, at
his/her own legal expense.
In addition, there are many
instances exist where the dollar amount of the money differs substantially from
what the driver claims was carried and what was eventually counted by the
seizing authority.
The legality of
justification for the initial stop is rarely contested and many stops are
questionable. Abuse of these stops likely will eventually lead to court
scrutiny and restrictions being imposed on seizing authority.
Targeted assets: The
asset sharing program has created a perverted focus in criminal target
selection. If the target has assets deemed worth the investigation, and
subsequent reimbursement of money by the program, then it may be selected for
investigation. Simply put if the crook is dumb enough not to conceal the
assets then he/she is fair game. The crooks that conceal assets but are
bad and really need to go to jail evade targeting.
Inter-agency
competition: Additionally, fierce competition exists between federal, state and
local agencies for the national seizure tracking number associated with the

more seizure numbers involving drugs, weapons, etc. the more successful the
agency is seen to be and the greater its justification for the request for
federal funds to fund law enforcement efforts. The money is supposed to
be used for law enforcement but very little oversight has been given to these
funds and tracking what it was spent for. Recent scrutiny of seizures may
further restrict how law enforcement uses the money.
The fierce competition referred to above has led many in law enforcement to
refer to the War on Drugs to be the war for federal funding. DHS has a
motto of "One War One Fight", whereas it really it is a fight between
DHS agencies for their funding. The same can be said for state and local
agencies as most feel their organizations are not getting their fair share of

of socialism in the United States of America:
1. America is capitalist
and greedy - yet half of the population is subsidized.
2. Half of the
population is subsidized - yet they think they are victims.
3. They think they are
victims - yet their representatives run the government.
4. Their representatives
run the government - yet the poor keep getting poorer.
5. The poor keep getting
poorer - yet they have things that people in other countries only dream
about.
'6. They have things
that people in other countries only dream about - yet they want America to be
more like those other countries.
Think about it! And
that, my friends, pretty much sums up the USA in the 21st Century.
Makes you wonder who is
doing the math.
These three, short
sentences tell you a lot about the direction of our current government and
cultural environment:
1. We are advised to NOT
judge ALL Muslims by the actions of a few lunatics, but we are encouraged to
judge ALL gun owners by the actions of a few lunatics.
2. Seems we constantly
hear about how Social Security is going to run out of money. But we never hear
about welfare or food stamps running out of money? What's interesting is the
first group "worked for" their money, but the second didn't
Think about it.....and

3. Why are we cutting
benefits for our veterans, no pay raises for
our military and cutting
our army to a level lower than before WWII,
but we are not stopping
the payments or benefits to illegal aliens.
